Public Resolution 82 contained a provision for a Navy medal of valor, and was signed into law on 21 Dec 1861 by President Abraham Lincoln. A similar resolution on behalf of the Army calling for a medal of honor was signed into law on 12 Jul 1862. Continue Reading »
